Per the new Special Waiver Pool rule voted into effect by the league, if a prospect is available on CBS after 3/8/11, then he is available for draft in our 2011 MiLB Draft.

Jeremy Jeffress was the first such prospect drafted per this new rule, at Pick 2.6

Today's date is 3/10/11, and Wheeler was available on CBS. I never looked elsewhere. I simply saw Wheeler as the best SP available over Drake Britton and Casey Crosby.

Upon further LO review (and after both private and public discussions), the Tigers' pick #3.1 of Zack Wheeler has been reversed, and Wheeler will stay w/ his previous franchise, the SF Giants, rather than be subjected to the SWP and become available for the Draft at this time.

The LO's ruling for this reversal is based on these facts:

1. The (now former) Giants GM has become much too inactive to keep up w/ this league, especially in light of this new SWP rule requiring CBS rostering of players.

2. As a result of that overall inactivity, the (now former) Giants GM has resigned from the league.

In light of both #1 and #2, which the LO deems to be extenuating circumstances as related to Zack Wheeler's status, the LO is interceding in this matter on behalf of the Giants franchise as allowed by the SWP rules.

NOTE: The LO is *NOT* interceding on behalf of the former, inactive Giants GM, but on behalf of the franchise itself. That is an important distinction in this ruling. IF the former Giants GM were to stay w/ the league, the LO would *NOT* be making this ruling.


RE: the current status of the Draft itself, once we have agreement from the Tigers GM to move on w/ this matter and resume the Draft w/ a new pick choice for his pick #3.1, we can continue w/ the Draft at that point. He will be given (at minimum) a new, full 6-hour clock to remake his pick (plus what's left of the current, usual clock freeze) -- if he needs a reasonable amount of extra time to remake his pick, the LO will accommodate that under the circumstance.

The LO will now reopen this Draft round to allow the Draft to resume as soon as the Tigers GM is ready to do so.
