You are allowed to pick between the 2 different grace periods, and you may opt for upto 2 different choices (in case you don't have a strong preference). This is basically an all-or-nothing proposal, and we will go w/ a large majority consensus, not merely a bare minimum majority -- and will favor the longer grace period, if it's a reasonably close call between those 2.
The poll will stay up for about a week. And you may offer additional comments/feedback if you like.

Here's the proposal for handling enforcement of CBS player rostering:
1. Each team will be allowed a set grace period (to be determined by poll) to roster legally signed players on CBS. If the player is not yet listed on CBS (eg. certain obscure/lower-minor prospect), then the signing GM must request the LO to add a placeholder on CBS instead -- this will suffice to meet the requirement regardless of what happens later if/when CBS does start listing the player the normal way.
NOTE: This grace period starts from end of auction (or when the draft pick was posted for an MiLB drafted prospect, or tags deadline for a franchise player, or when RFA was passed, or official completion of trade, whichever's applicable), not necessarily from when the player was legally signed -- this is a significant distinction -- although you will *not* be allowed to add the player on CBS until after legal signing.
2. If a team fails to roster a player on CBS w/in the grace period, that player will automatically *and* implicitly fall into an unattended, implicit Special Waiver Pool until said player is eventually rostered on CBS, if ever -- the LO will *NOT* keep track of this.
3. While the player remains in this implicit Special Waiver Pool, any other GM may opt to post that player for auction (or for MiLB draft pick in the case of a prospect). Once that player is posted for auction (or for MiLB draft pick)[/i][/s], that will automatically force the player to be dropped from the previous team w/ the usual waiver salary obligation and 30-day rebid wait period associated, if applicable.
NOTE: The LO will at no point proactively enforce anything under this Special Waiver Pool rule regarding unrostered players on CBS. However, at the LO's own discretion, the LO reserves the right to inform individual GMs of such unrostered players on CBS as we happen to spot them from time to time w/out being obligated to do so. Also, if the LO feels that an inactive GM has some likelihood to need replacement by the end of the year, the LO reserves the right to make the necessary CBS player adds on behalf of that team (primarily for the benefit of a future, potential, new GM). Furthermore, the LO reserves the right to intercede under other unforseen, extenuating circumstances.
ADDENDUM/CLARIFICATIONS: In light of this new rule to require CBS player adds, the LO will also take this opportunity to clarify and tighten up existing MKIA rostering and FA signing rules (following auction end). These go hand-in-hand w/ the Special Waiver Pool rule, and the LO will not pass the former w/out these latter:
I. Going forward, every team will be required to field a legal CBS lineup no matter what. You may opt to place prospects, DL-ed players, benchwarmers, etc. in active spots, BUT you *MUST* field a legal active lineup on CBS. No more excuses about rebuilding, etc. We will update the big rules post accordingly to reflect this in the ROSTER rules section.
IF we find that you cannot meet this requirement for a continuous stretch of 1 week or more during the regular season and do not see any prompt, significant attempt to acquire needed players to fulfill this requirement, we will consider reasonable disciplinary actions that may be comparable to #3 below. IF need be, the LO may opt to place temporary placeholder scrubs into your lineup until you meet the requirements yourself.
In the meantime, the LO will track how many cumulative days (for the current season) you did not fulfill this requirement beyond the 1-week stretch (w/ help from CBS's tracking tool). And for every 10 cumulative days you failed to meet this requirement (beyond each 1-week stretch), you will have your MiLB Draft position knocked down by 1 spot across the board in the upcoming year. This penalty will only apply as long as the offending GM remains in control of the team -- it will not apply if a new GM takes over instead.
II. Going forward, you will be explicitly required to reserve 300K for each open MiLB roster spot out of the 10 minimum, starting from the annual tags deadline when general salary cap and roster limits rules get reinstated for the year. We had been doing that for over a year now, but it was not explicitly written into the rules -- although the rules actually require you to fill those spots rather than reserve 300K each.
III. Going forward, you will be required to complete legal signing w/in 72 hours after the end of an FA auction (or MiLB draft pick) -- this is an extension/clarification of rule #3.7 (under ROSTER rules section).
NOTE: The LO will not force a player drop for this purpose. However, such a player may not be added on CBS until legally signed (as usual) and may end up in the Special Waiver Pool as a result. This would effectively allow other interested GMs to force the player drop instead.
Also, we will continue to accept a trade pending approval (unless it's clearly controversial) for the purpose of reasonable fulfillment of relevant issues regarding legal completion of another transaction -- whether it's FA signing or some other transaction type.
IV. Going forward, in general, any previous penalties regarding loss of stats, etc. will be changed to having CBS roster/lineup moves locked instead w/ the LO making the needed moves to set up a reasonable, fixed, legal lineup.
The idea behind this is that we do not want to see anyone effectively tank the team's standing by losing stats from a penalty, which *BOTH* improves the team's MiLB Draft position for next year *AND* can negatively impact competition for other teams. Locking the team's lineup to some reasonable, fixed, legal lineup should be enough of a penalty w/out benefiting the team, ie. lack of lineup change will naturally throttle back stats collection w/out significant undesirable impact to the rest of the league.
V. Going forward, we will start considering disciplinary actions upto dismissal of a GM from the league (as a last resort) if we find a GM to be habitually and/or extensively inactive, irresponsible, collusive, abusive, etc. Such disciplinary actions may include locking of CBS roster/lineup privileges, FA bidding privileges, etc. and ultimately dismissal from the league.
Please be sure that the LO has no desire to punish anyone for rare and/or minor rule infractions, but if we're going down the path of pushing for greater order and individual GM responsibility, then we need to consider reasonable approaches to handling such situations, including reasonable disciplinary actions.
Also, this is actually nothing too new to this league. It's just that this was never explicitly outlined in any way before, but was more or less left upto LO discretion.
Finally, unless already stated in the rules somewhere (or implicit from previous precedent setting practices), the LO will generally not suddenly apply completely new/different disciplinary actions toward infractions. We will generally issue a poll of some sort before instituting any new, never-used-before disciplinary actions. And in all likelihood, we will only dismiss a GM (against his/her will) only after garnering some sort of league-wide consensus on the matter.
NOTE: As usual, if any of these (and other) rule amendments are somehow overlooked or inaccurately added when we update the big, revised rules post, they will still supercede prior rules previously written into that post (and elsewhere in the rules section).

- If you fail to do so, you will be penalized w/ suspension of FA bidding privileges for a minimum of 1 week until you have completed such signing (as prescribed by the original rule) -- you should not be bidding anyway if this happens, so it's by no means a harsh penalty.
- If you do not complete the legal signing w/in 2 weeks of auction end, you will be forced by the LO to sign the player to just a 1-year contract, ie. for the remainder of the year. After that point, you will continue to have FA bidding privileges suspended until you have all legal transaction issues resolved, which may include being over salary cap (or roster limit) as a result of that forced 1-year signing, which will remain pending, not legally completed, in that case.
NOTE: In the case of a prospect, you will simply get the usual annually renewable 1-year contract. This forced 1-year signing will not strip you of normal prospect protection rights. - Also, during this latter extended period, you will be locked out of making roster/lineup moves on CBS -- and the LO will make whatever necessary moves on your behalf to set up a reasonable, fixed, legal lineup until the penalty is lifted and privileges restored to you.
NOTE: The LO will not force a player drop for this purpose. However, such a player may not be added on CBS until legally signed (as usual) and may end up in the Special Waiver Pool as a result. This would effectively allow other interested GMs to force the player drop instead.
