On behalf of the Blue Jays (formerly the Rays), which does not currently have a GM yet, the LO designates Pedro Alvarez as the Blue Jays' 2014 RFA w/ a minimum contract term of 5 years.

Rangers offer $7.3M AAS 5 years
The Dodgers offer RFA Pedro Alvarez an AAS of 3.9M/year for 5 years.
Nats offer $12.25M AAS (for 5 years)
