Lumpsum buyout is only allowed before the trade deadline. You can do a lumpsum buyout during the 2010 preseason (using 2010 $$$) instead, if you want.
Actually, looks like Bowker was originally signed as a prospect (and is currently still in his protection years), so you only need to owe him 1/2 of his 2009 salary.
